Blackjack Payout (player Blackjack Vs. Dealer 21)?

If I get dealt a blackjack and the dealer has a 10-4-7 (21). Is it considered a push?Ive read many rules saying player gets payed only even money, or player wins even pay /3:2 pay if the dealer has a 3 or more card 21Are there any casinos that push it?
